Voting Early In Person or By Mail

Application Information

Any eligible voter can vote early in person or by mail. The official name for this is voting by absentee ballot.

Some voters live in a mail ballot precinct where registered voters automatically receive a ballot. Other voters who wish to vote early must request an absentee ballot by completing an Absentee Ballot Application or they may vote early in person.

Returning your Absentee Ballot

After a voter received the absentee ballot packet, and the ballot is voted, the voter should return the voted ballot as soon as possible. The most important things to remember:

  • Follow the instructions provided in the mailing
  • Be sure all required information and signatures are provided
  • Be sure your ballot is received by the Kandiyohi County Elections Office by the deadline for the election (see the instructions provided with the ballot packet for the election)

Absentee ballot voters have three options for returning their voted ballots:

  1. Return postage is prepaid so a voter can mail the ballot to the Kandiyohi County Elections Office. The return envelope is pre-addressed to the Kandiyohi County Elections Office.
  2. Voted ballots may be dropped off by the voter. This can be done up to 8:00 pm on Election Day. The voter must be able to prove their identity to verify they are dropping off their own ballot.
  3. Voted ballots may also be dropped off by an agent of the voter. The agent must be at least 18 years old, must bring in a photo ID, and will complete a short form documenting the delivery of the ballot. This can be done up to 8:00 pm on Election Day.

Kandiyohi County ballots can be dropped off during the times listed:

  • At the Kandiyohi County Office Building, 400 Benson Ave SW in Willmar

-          8:00 am to 4:30 pm Monday through Friday

-          The Saturday before the election from 9:00 am to 3:00 pm

-          The Monday before the election until 5:00 pm

-          During the additional voting hours for the General Election in November as listed below

Voting Early In Person

All Kandiyohi County voters may also vote early in person at:

  • Kandiyohi County Office Building – 400 Benson Ave SW in Willmar

In-Person early voting is available during the following times:

  • During normal office hours (8:00 am to 4:30 pm) beginning 46 days before the election
  • The Saturday before the election from 9:00 am to 3:00 pm
  • The Monday before the election until 5:00 pm

Additional early voting hours for the State General Election in November:

+    The second Saturday before the election from 9:00 am to 3:00 pm (10/26/24)

+    The Saturday before the election from 9:00 am to 3:00 pm (11/2/24)

+    The Sunday before the election from 9:00 am to 3:00 pm (11/3/24)

+    The Tuesday before the election until 7:00 pm (10/29/24)

+    The Monday before the election until 5:00 pm (11/4/24)

Who can vote in Minnesota

To vote you must be:

  • A U.S. citizen
  • At least 18 years old on Election Day (16 & 17 year olds can pre-register)
  • A resident of Minnesota for 20 days
  • Not currently incarcerated for a felony conviction
  • Not under a court order that revokes your right to vote

Register Online or Update Your Registration

It's quick and easy! To register online you will need:

  • Your Minnesota driver’s license or Minnesota identification card number, or the last four numbers of your Social Security number
  • An email address
  • To be eligible to vote in Minnesota

You will need to re-register if your name or address changes.

Other Ways to Register

  • Use a paper form. Download a voter registration form to print, complete, and return to your local elections office.
  • Register when you vote. In Minnesota voters can register at polling places on Election Day or early voting locations before Election Day. 
  • Automatic voter registration. All eligible adults will be automatically registered to vote when they get a state-issues ID.

If you submit a Change of Address with USPS, that may also trigger an update of your registration.

Have an agent pick up your ballot (agent delivery)

In special situations, you may ask an agent to pick up and return an absentee ballot for you. This is called ‘agent delivery.’ Learn more about agent delivery.

 

Voters with print disabilities may request an accessible absentee ballot. 

Print disabilities are disabilities that interfere with the effective reading, writing, or use of printed materials. This definition includes:

  • persons who are blind or visually impaired;
  • those with learning disabilities; 
  • those with a physical disability that interferes with holding and manipulating paper or a pen/pencil.

If you do not have a disability, you are not eligible to receive an accessible ballot.

Candidate Filings
2024 State General Election

Candidates for offices elected at the November 5, 2024 State General Election
can be found using this candidate finder.

Candidate names are added during the filing period for most federal, state and county offices.
This filing period is Tuesday, May 21 through Tuesday June 4.
The Senate District 45 special election has a filing period ending June 11.

Presidential candidates have a later filing deadline.
In 2024, major parties have until August 26 to submit their candidates.
Non-major party candidates have until August 20 to submit nominating petitions,
which are reviewed by the Secretary of State for sufficiency.

Candidate names are added during or after the filing period for local offices:
Offices in cities and school districts that hold primaries - Tuesday, May 21 through Tuesday, June 4
Other municipal and school district offices - Tuesday, July 30 through Tuesday, August 13

 City of Kandiyohi Candidate Filing Information

Candidate Information

Below you will find relevant information below for filing for an open office. When you file at City Hall, you will also receive a packet that will include all the information below.

Qualifications

  • Eligible voter in the City of Roseville where seeking election
  • Has not filed for any other office at this election
  • Name, as written on the affidavit is true name or the name by which he / she is commonly known in the community (Minnesota Stat. 204B.35 prohibits the use of additional descriptive words)
  • Will be 21 years of age or more on assuming office
  • Will be resident of Roseville for at least 30 days by election day

Affidavits of filing will be posted as they arrive. Candidates are listed in alphabetic order.
 

All candidates must file an affidavit of candidacy for office. Candidates must state that the name listed on their affidavit is their true name by which they are commonly known in the community. A candidate phone number is required. Affidavits must be signed in the presence of a notary or an individual authorized to administer oaths. City Clerk/Treasurer at the Kandiyohi City Hall can perform this function.

Address of Residence Form

All candidates must provide proof of residency within the filing precinct.

Candidate Information Form

The Election Candidate Information Form produced by the Secretary of State is attached. Completion of the form is voluntary. If completed, the form will be posted on the Secretary of State website as a pdf document.

Information provided by candidates at the time of filing will be posted on the website of the MN Secretary of State. Be advised that subsequent changes to that information may be made but may not appear for 2-3 days after submission to this office. Therefore, please review all information provided carefully to ensure contact numbers, email addresses, etc. are correct at the time of filing.

Affidavit of Withdrawl

Affidavits of withdrawal are due no later than 5:00 p.m. on August 15th, 2024. The filing fee is not refundable.

Certification of Filing Campaign Financial Report Form

ALL candidates must file the “Certification of Filing Campaign Financial Reports” form due on November 12th, 2024.

 

MNDOT Campaign Regulations

Statutory Sign Placement Restrictions
Campaign signs can be posted between June 28th, 2024 and November 15th, 2024. State statute prohibits placement of signs in certain areas including:

  • Placement, painting, printing or affixing on any object within the limits of any highway;
  • On private land without the consent of the owner or occupant;
  • On public utility poles;
  • On trees or shrubs;
  • By painting or drawing on rocks or natural features; and
  • Within the “right of way” or blocking the sight lines of drivers entering the highway or leaving the highway onto public streets or private driveways

Municipal Sign Placement Restrictions
All political posters or signs in accordance with applicable Minnesota Statutes are considered temporary and allowed without permit provided they are removed within ten (10) days following the election for which they are intended.

 

Determining Rights-of-Way
Rights-of-way vary from location to location and can be difficult for candidates and campaign workers to determine. General right-of-way information can be obtained at Kandiyohi City Hall at (320) 382-6110.
